People's Daily Online states that effective April 1, 2005, China will begin levying higher tariffs of up to 30%, equivalent to the tariff rates for complete vehicles, on certain auto part imports, including those completely knocked down (CKD) and semi-knocked down (SKD). Except for those specified in the rule, the article states that other forms of auto part imports will continue to be eligible for tariff rates of between 13 - 17%. In addition, starting from July 1, 2006, the higher tariffs will be extended to any imports of auto parts valued at 60% or more of the total price of a complete vehicle. 2. U.S. and Paraguay Sign Open-Skies Aviation Agreement

The Department of Transportation (DOT) has issued a press release announcing that the U.S. and Paraguay signed an Open Skies Aviation Agreement on May 2, 2005. According to the press release, the U.S. now has full Open-Skies agreements with 14 countries in the Western Hemisphere and with 68 countries worldwide. 3. FWS Issues Bulletin to Clarify Permit/Certificate Requirements for CITES Appendix III Species

The Fish and Wildlife Service (FWS) has issued a public bulletin to assist the trade in identifying and meeting the permit and certificate requirements for Convention on International Trade in Endangered Species (CITES) Appendix III species. 4. NRC Seeks Comments on Proposed Changes to IAEA Regulations on Transport of Radioactive Material

The Nuclear Regulatory Commission (NRC) has issued a notice jointly soliciting public comments with the Department of Transportation (DOT) on certain proposed changes to the International Atomic Energy Agency (IAEA) Regulations for the Safe Transport of Radioactive Material (referred to as TS-R-1) that were submitted by the U.S. and other IAEA members. Comments on these proposed changes should be received by July 1, 2005 in order to receive consideration.
