CBP Administrative Messages, Web Postings, Etc

U.S. Customs and Border Protection (CBP) has issued another administrative message on Remote Location Filing (RLF) for in-bonds, which is transcribed below:

1. Remote Location Filing for In-Bonds

"Please be advised that, per Federal Register notice, dated 03-31-05, RLF is "permitted for cargo that will be moved using Immediate Transportation (IT) and Transportation and Export (T&E) inbond procedures." Programming necessary to allow this change was accomplished on April 28, 2005. This is for all ITs and T&Es.

Note that administrative message no. 05-0467, dated 04/28/05, raised several questions. The message attempted to address corrections to the inbond number only. Corrections to the inbond number are permitted only for the paperless master inbond (V) number.

Further, for RLF under the EI Summary Transaction, the inbond number can now be referenced in the inbond number data field (this is the 22 record in ABI) when the entry is being filed under the RLF prototype. All types of inbond movements, as noted in the 03/31/05 Federal Register notice, are eligible for RLF filing."

(According to CBP sources, this message indicates that RLF (which is for entry types 01 and 11 only) is available for all ITs and T&Es. CBP sources state that the only other type of in-bond, IEs (Immediate Exports), would not be able to utilize RLF. CBP sources have also previously stated that T&Es could use RLF if entry occurred instead of export, a T&E 'close out'. In addition, CBP sources have previously stated that electronic corrections are now available for V-number in-bonds via the LN update.

3 Miscellaneous CBP Messages on AD and CV Duty Actions

CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
