CBP Now Allows RLF For Cargo Moved Using IT Procedures or T&E Entry Close-Out Procedures

U.S. Customs and Border Protection (CBP) has issued a general notice announcing a change to the merchandise eligibility requirements for participation in Remote Location Filing (RLF) Prototype Two.

According to the general notice, effective March 31, 2005, RLF will additionally be allowed for cargo moved using immediate transportation (IT) or transportation and export (T&E) 1 in-bond procedures.

According to CBP, these in-bond procedures were not allowed under the original terms of RLF Prototype Two because CBP was concerned with the general lack of security associated with in-bond transactions. However, CBP states that it has now determined that the security risks previously associated with in-bond transactions have been greatly reduced due to the security and cargo-processing gains accomplished by the advance cargo information regulations set forth in CBP's December 5, 2003 final rule.

CBP adds that it also realizes that as in-bond transactions are a mainstay of international transactions, permitting RLF in the above in-bond contexts will enhance the RLF Prototoype's usefulness to the trade while simultaneously furthering CBP's modernization objectives.

CBP states that with the exception of this change to the RLF Prototype Two merchandise eligibility criteria, all other Prototype eligibility requirements, procedures, terms, and conditions, as set forth in CBP's February 25, 2003 general notice remain in effect.
