CBP Revises its Informed Compliance Publication on Customs Brokers

U.S. Customs and Border Protection (CBP) has revised its Informed Compliance Publication (ICP) entitled "Customs Brokers" as part of its series "What Every Member of the Trade Community Should Know About."

Revised ICP Reflects CBP Final Rules on "Customs Business," Etc.

In the ICP's discussion of the effect of Customs Service reorganization on brokers, CBP has added references to its August 11, 2003 final rule on the performance of customs business by parent and subsidiary corporations and "corporate compliance activity."

In the definitions section (19 CFR 111) of the ICP and in line with the August 11, 2003 final rule, CBP has revised the definition of customs business to state that it "does not include a corporate compliance activity" and has added the definition of "corporate compliance activity."

CBP has also added references to the December 5, 2003 final rule on the advance electronic presentation of cargo information to the ICP's discussion of the effect of Customs Service reorganization on brokers.

In addition, CBP has updated the ICP to, among other things, replace references to the "Treasury Department" and "Customs Service" with the "Department of Homeland Security" (DHS) and "CBP."
