2005 HTS Does Not Yet Reflect All Miscellaneous Trade Bill Changes
ITC sources have also confirmed that the 2005 HTS posted to its Web site reflects some, but not all, of the changes authorized by the Miscellaneous Trade and Technical Corrections Act of 2004. According to sources, some of the changes authorized by the Miscellaneous Trade and Technical Corrections Act of 2004 require a Presidential Proclamation in order to amend the HTS. (For example, the 2005 HTS reflects the addition of various duty suspension provisions in HTS Chapter 99, but does not yet reflect the African Growth and Opportunity Act (AGOA) changes for Mauritius.)
ITC May Not Issue Early Supplement to 2005 HTS, May Post Link Instead
Although ITC sources had previously stated that they expected to soon issue a supplement to the 2005 HTS to reflect a number of changes that could not be included in the December 23, 2004 version of the 2005 HTS, ITC sources now state that it is not known whether the ITC will issue an HTS supplement or whether it will simply provide a link on its Web site to the document (e.g., Presidential Proclamation) making the change to the HTS.
