U.S. Customs and Border Protection (CBP) has announced a preliminary "low duty" tariff rate quota (TRQ) limit of 19,289,046 kg. for tuna and skipjack, in airtight containers, not in oil, in containers weighing with their contents not over 7 kg. each, for the January 1, 2005 through December 31, 2005 period.

1. 2005 TRQ on Tuna and Skipjack Opened January 3, 2005
According to CBP, the low duty TRQ opened Monday, January 3, 2005, at 12 p.m., E.S.T., or its equivalent in other time zones, with the high duty rates in effect for all entry/entry summaries presented at opening (as the preliminary low-duty TRQ may oversubscribe at opening moment.
CBP states the final low duty TRQ limit will be provided to CBP by the National Marine Fisheries Service (NMFS) in March 2005. CBP will then issue proration and liquidation instructions to the field and trade. 2. 2005 NAFTA/Mexico TRQ on Orange Juice Opened January 3, 2005
CBP has announced the TRQ on orange juice provided for under Chapter 99, Subchapter VI, U.S. Note 21 for the January 1, 2005 through December 31, 2005 period.
According to CBP the low-duty TRQ opened Monday, January 3, 2005, at 12 noon, E.S.T., or its equivalent in other time zones for Mexico at the restraint level 151,416,000 liters, single strength equivalent (see notice for subject HTS numbers and entry type codes).
CBP states that to qualify for the low-duty TRQ, imports must be accompanied by a valid 2005 export quota certificate. Although these certificates are required in order to qualify for the low-duty TRQ, CBP states that they do not guarantee the low-duty TRQ.
(CBP notes that this certificate is issued by the Government of Mexico to individual exporting firms in Mexico and that the quantity, in liters, must be listed on the certificate in the "REMARKS" field. 3. 2005 Dried Milk and Dried Cream TRQ Opened January 3, 2005
U.S. Customs and Border Protection (CBP) has announced that the 2005 tariff-rate quota (TRQ) for dried milk and dried cream provided for in HTS Chapter 4, Additional U.S. Note (AUSN) 9 opened on Monday, January 3, 2005 at 12 noon E.S.T., or its equivalent in other time zones with a low-duty quantity of 99,500 kg. 4. 2005 Butter Substitutes TRQ Opened January 3, 2005
CBP has announced that the 2005 TRQ for butter substitutes provided for in HTS Chapter 4, AUSN 14 opened on Monday, January 3, 2005 at 12 noon E.S.T., or its equivalent in other time zones with a low-duty quantity of 6,080,500 kg. CBP states that products described in HTS Chapter 4, AUSN 14 are subject to agriculture licensing. 5. 2005 TRQ on Agricultural Products from Israel Opened on January 3, 2005
CBP has announced that the 2005 TRQs for certain agricultural products from Israel (certain butter, fresh or sour cream, dried milk, cheese, peanuts and ice cream) provided for in HTS Chapter 99, Subchapter VIII, U.S. Notes 3-7 opened on Monday, January 3, 2005 at 12:00 E.S.T., or its equivalent in other time zones with the following low-duty quantities:

6. Reminder: Mexico "Low Duty" TPL (3) Expired on December 31, 2004
CBP has issued a web posting stating that the low-duty tariff preference level (TPL) (3) under HTS 9802.00.8055 for Mexico expired on December 31, 2004, the date the Multifiber Arrangement expired. 7. CBP Grants Snow Day to Five Ports Due to Inclement Weather
CBP has issued an ABI administrative message announcing that a snow day is being granted at the following five ports for Thursday, December 23, 2004, due to inclement weather:

CBP states that it is extending one additional day without penalties for the filing and payment of entry summaries due that day.
