President Issues Proclamation on U.S.-Australia FTA
On December 20, 2004, President Bush issued Proclamation 7857 to amend the Harmonized Tariff Schedule (HTS) to implement the U.S.-Australia Free Trade Agreement (FTA). This proclamation is published in the December 23, 2004 Federal Register.

According to the proclamation, the U.S.-Australia FTA is generally in effect for goods entered, or withdrawn from warehouse, for consumption on or after January 1, 2005, with subsequent staged duty reductions, etc. taking effect on other dates and/or in subsequent years.
Annexes to Proclamation Posted to ITC's Web Site
Although this proclamation is contained in the December 23, 2004 Federal Register, its Annexes (which contains new text for the HTS, staged duty rate reductions, etc.) are not issued as an attachment to the proclamation in the Federal Register, but instead are posted to the International Trade Commission's (ITC's) Web Site.
2005 HTS Has Been Posted to ITC's Web Site
The ITC has posted the 2005 HTS to its Web Site, which reflects the implementation of the U.S.-Australia FTA.
