U.S. Customs and Border Protection (CBP) has announced the 2005 tariff-rate quotas (TRQs) on olives as provided for in HTS Chapter 7, Additional U.S. Note (AUSN) 5; Chapter 20, Additional Note 4; and headings in Chapter 20.

1. 2005 TRQs on Olives Opens January 3, 2005
According to CBP, these TRQs open on Monday, January 3, 2005 at 12 noon E.S.T., or its equivalent in other time zones, with the below-listed HTS numbers (for several types of olives that are green in color) having the following restraint levels:

2. 2005 TRQ on Chocolate Opens January 3, 2005
CBP has announced the 2005 TRQ on chocolate provided for in HTS Chapter 18, AUSN 2.
According to CBP, this TRQ opens Monday, January 3, 2005, at 12 noon, E.S.T., or its equivalent in other time zones, with the below-listed countries or areas having the following low-duty minimum access amounts:
Ireland | 4,286,491 kg |
United Kingdom | 3,379,297 kg |
Netherlands | 45,359 kg |

3. 2005 TRQ on Infant Formula Opens January 3, 2005
CBP has announced the 2005 TRQ on infant formula provided for in HTS Chapter 19, AUSN 2. According to CBP, this TRQ opens on Monday, January 3, 2005 at 12:00 noon, E.S.T., or its equivalent in other time zones, with a low-duty quantity of 100,000 kg.

4. 2005 TRQ on Ice Cream Opens January 3, 2005
CBP has announced the 2005 TRQ on ice cream provided for in HTS Chapter 21, AUSN 5.
According to CBP, this TRQ opens on Monday, January 3, 2005 at 12:00 noon, E.S.T., or its equivalent in other time zones, with the below-listed countries having the following low-duty minimum access amounts:

Denmark | 13,059 liters |
Jamaica | 3,596 liters |
Netherlands | 104,477 liters |
New Zealand | 589,312 liters |
In addition to the above amounts, 4,035,087 liters is available at the low-duty rate from most countries or areas. 5. 2005 Textile Quotas for Belarus Open January 3, 2005
CBP has issued a notice stating that the 2005 textile quotas for Belarus open on Monday, January 3, 2005 at 12 noon, E.S.T., or its equivalent in other time zones for the 2005 quota period. 6. PNSI Downtime on Saturday, December 4, 2004
CBP has issued an administrative message stating that the Food and Drug Administration's (FDA's) Prior Notice System Interface (PNSI) would be down for maintenance on Saturday, December 4, 2004 from approximately 3:00 a.m. (0300) to 8:00 a.m. (0800) eastern time. CBP states that Prior Notice (PN) submissions through ABI/ACS would not be affected by this downtime. Filers who cannot submit PN via ABI should have carefully read and followed the contingency submission procedures outlined on FDA's Web site during the downtime period. 7. Textile and Apparel Quotas 85% or More Filled as of December 7, 2004
CBP has posted to its Web site its "critical list" of textiles and apparel subject to import quotas with entered quantities 85% or more filled as of December 7, 2004. CBP states that this "critical list" may be used by CBP as a reference for releasing quota merchandise "off line" when the Automated Commercial System (ACS) is down for longer than four hours. CBP notes that textile and apparel merchandise for Electronic Visa Information System (ELVIS) countries cannot be released "off line" until it is processed through quota. CBP further notes that if the system is down for more than 24 hours, Headquarters Quota Branch should be contacted for further instructions. CBP also states that merchandise subject to tariff-rate quotas (TRQs) that are filled, may be released if entered under the "over quota" (high) rate of duty. 8. Weekly Quota Commodity Report as of December 6, 2004
CBP has issued its weekly quota commodity report as of December 6, 2004. This report includes tariff-rate quotas (TRQs) on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain JFTA, NAFTA, SFTA, and UCFTA TRQs, etc. This report also includes the AGOA, ATPDEA, CBTPA, NAFTA, SFTA, and UCFTA tariff preference levels (TPLs) for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics under HTS 9902.51.11 & 9902.51.12, etc. (CBP's weekly quota commodity report, dated 12/06/04, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)
