ShippersNewsWire reports that, among other things, the second draft of revised C-TPAT security standards for importers moves away from characterizing the measures as 'minimum standards' and instead says importers should apply various prescriptions based on an 'assessment of their risk.' The articles adds that U.S. Customs and Border Protection (CBP) has circulated the draft among customs compliance managers at 16 major corporations, and is asking for comments by December 3, 2004. 3. USTR Invites Applications for Roster of Individuals to Serve on NAFTA Binational Panels
The Office of the U.S. Trade Representative (USTR) has issued a notice inviting applications from individuals who wish to be included on the roster of individuals eligible to serve on the binational panels convened to review final determinations in antidumping (AD) and countervailing (CV) proceedings and amendments to AD/CV statutes of a North American Free Trade Agreement (NAFTA) Party. 4. APHIS Issues Interim Rule on Alternative Numbering for Livestock ID System
The Animal and Plant Health Inspection Service (APHIS) has issued an interim rule to amend certain regulations at 9 CFR Parts 71, 77-80, 85, and 93 in order to recognize additional numbering systems for the identification of animals in interstate commerce and State/Federal/industry cooperative disease control and eradication programs. APHIS is also amending these regulations to authorize the use of a numbering system to identify premises where animals are managed or held. 8. CPSC Announces Dynacraft BSC Inc.to Pay $1,400,000 Penalty
The Consumer Product Safety Commission (CPSC) has issued a press release stating that Dynacraft BSC Inc., of San Rafael, CA has agreed to pay a $1,400,000 civil penalty to settle allegations that it violated federal reporting requirements by failing, on multiple occasions, to timely inform CPSC about a serious defect with their mountain bicycles.
