2. Financial Services Sector Threat Level Lowed to "Elevated" (Code Yellow)

The Department of Homeland Security (DHS) has issued a press release announcing that the U.S. government has lowered the threat level for the financial services sector in New York City, northern New Jersey, and Washington, D.C. to "elevated" (Code Yellow) from "high" (Code Orange). (The threat level was raised to "high" (Code Orange) on August 1, 2004 for the financial services sector in New York City, northern New Jersey, and Washington, D.C. 3. FCC Final Rule Amends Regulations on Maritime Communications

The Federal Communications Commission (FCC) has issued a final rule, effective January 7, 2005, which amends 47 CFR Parts 13 and 80 to update and streamline the rules governing maritime radio services. According to the FCC, the paramount goals of this final rule are to enhance maritime safety, promote the efficient use of the maritime radio spectrum, and remove unnecessary regulatory burdens on the users and manufacturers of maritime radio equipment. 4. WTO Extends Transition Period for Elimination of Export Subsidies for 19 Countries

The World Trade Organization (WTO) has announced that it has extended for another year (until the end of 2005) the transition period for the elimination of export subsidy programs for 19 developing countries. The WTO explains that the Subsidies and Countervailing Measures Committee may grant annual extensions to these 19 countries until the end of 2007 subject to, among other things, an annual review. The 19 countries are: Antigua and Barbuda, Barbados, Belize, Costa Rica, Dominica, Dominican Republic, El Salvador, Fiji, Grenada, Guatemala, Jamaica, Jordan, Mauritius, Panama, Papua New Guinea, St. Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, and Uruguay. 5. WTO Secretariat Reports Significant Decline in New Final AD Measures

The World Trade Organization (WTO) has issued a press release announcing that during the period of January 1, 2004 through June 30, 2004, 18 WTO members imposed a total of 52 new final antidumping (AD) measures against exports from 24 countries or customs territories. According to the WTO, this represents a significant decline from the 114 measures imposed during the corresponding period of 2003.
