CBP Announces Certificate Number Automation Project for NAFTA TPLs, Beef, and ATPDEA Brassieres

U.S. Customs and Border Protection (CBP) has issued three ABI administrative messages announcing that the Automated Commercial System (ACS) is being modified to accept certificate numbers in the entry summary record identifier 52 record (input) in the miscellaneous permit/license number field (positions 30-38) when a claim is made under the following:

North American Free Trade Agreement (NAFTA) tariff preference levels (TPLs) for Canada and Mexico;

(CBP notes that for the NAFTA TPLs and the beef, the certificate numbers are currently reported in the visa number field of the entry summary 51 record.)

Permit indicators. Tariff numbers subject to the certificate requirements at issue will have the following permit indicator indicated in the tariff record: (i) Canada NAFTA TPL - '03' (ii) Mexico NAFTA TPL - '04' (iii) Beef from Argentina, Australia, New Zealand, and Uruguay - '05' and (iv) ATPDEA brassieres - '07.'

CBP states that the permit indicators for a tariff number are indicated in the tariff reference file identifier V2 (output, positions 75-76) record and the tariff query transaction W2 (output, positions 75-76) record.

Certificate number will be 9-position alpha/numeric number. The certificate number will be a nine-position alpha/numeric data element or number that will be reported/transmitted in the entry summary 52 record (EI) (input) in the miscellaneous permit/license number field (position 30-38). Certain warehouse entries, TIB. Transmission of the certificate number will be optional for warehouse entry types '21' and '22' and for a temporary importation bond (TIB) entry type '23'.

Certificate number will be displayed in Block 34 of CF 7501. The certificate number will be displayed in Block 34 of the CF 7501, next to the visa number field.

Effective date for reporting will be based on duty computation date. The effective date for reporting the certificate numbers in the 52 record (EI) will be based on a future duty computation date for the subject tariff numbers. CBP to send future messages when ACS changes are completed to give trade time to modify their systems. CBP states that future messages will indicate when the ACS changes have been completed. Once the ACS changes are made, CBP states that the trade will be given sufficient time to modify their systems to transmit the certificate numbers in the entry summary 52 record (miscellaneous permit/license field).
