The Canadian Government has issued a press release announcing that the Canada Revenue Agency (CRA) has reached a tentative collective agreement with the Public Service Alliance of Canada (PSAC). The press release quotes Minister of National Revenue John McCallum as stating that this is a welcome development and that he is confident that it will bring an end to the strike activities that have been taking place since early September 2004. 2. IA Policy bulletin on NME Surrogate Country Selection Process

The International Trade Administration's (ITA's) Import Administration (IA) has posted to its Web site a policy bulletin entitled "Non-Market Economy Surrogate Country Selection Process" which provides guidance regarding the ITA's selection of surrogate market economy countries in non-market economy ("NME") cases. 3. Two USTR Challenges to NAFTA Binational Panel Decisions Dismissed

The International Trade Administration (ITA) has issued two notices announcing that the North American Free Trade Agreement (NAFTA) Extraordinary Challenge Committee (ECC) issued decisions on the U.S. Trade Representative's (USTR's) challenges to the NAFTA binational panel's reviews of the full sunset reviews of the antidumping (AD) duty orders on: (1) Pure Magnesium from Canada, and (2) Pure Alloy Magnesium from Canada. In dismissing the USTR's challenges, the ECC concluded that the binational panel's actions did not threaten the integrity of the review process. 4. BIS Final Rule Amends EAR to Update DDTC References

The Bureau of Industry and Security (BIS) has issued a final rule, effective October 12, 2004, which amends the Export Administration Regulations (EAR) to update certain references to the State Department's Directorate of Defense Trade Controls (DDTC) rather than referencing its former name, the Office of Defense Trade Controls (DTC). 2. CBP Airport and Seaport User Fee Federal Advisory Committee to Meet

U.S. Customs and Border Protection (CBP) has announced that the Airport and Seaport User Fee Federal Advisory Committee will hold a public meeting on October 27, 2004 in Washington, DC. According to CBP, this Committee advises on issues regarding the performance of airport and seaport immigration services, which are related to the assessment of an immigration user fee.
