AD: Brazil and Romania Standard, Line, and Pressure Pipe

The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty administrative reviews:

The ITA has preliminarily determined that VMB is the successor to Mannesmann S.A. for purposes of this proceeding and for application of the AD duty law.

The ITA notes that because Romania graduated to market economy status on January 1, 2003, the period of review is divided into both a non-market economy (NME) portion (August 1, 2002 through December 31, 2002) and a market economy (ME) portion (January 1, 2003 through July 31, 2003).

These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews, which, according to the notices and ITA sources are currently due within 120 days of September 7, 2004.

ITA Preliminarily Determines Not to Revoke Romania AD Duty Order in Part

The ITA states that it has preliminarily determined not to revoke in part the AD duty order with respect to Silcotub's sales of subject merchandise from Romania in the U.S. The ITA explains that although Silcotub has had two consecutive years of sales at not less than normal value, it has not received a zero or de minimis margin in this review.
