The Washington File has reported that the U.S. intends to rejoin the International Coffee Organization (ICO) after an 11-year break. According to the Washington File, the U.S. decision to rejoin the ICO was motivated by ICO reforms establishing a more market- and development-based approach, as well as by the difficulties plaguing many coffee producers as a result of plummeting prices. 2. DHS Announces $21 Million Grant in Partnership with Trucking Assoc.
The Department of Homeland Security (DHS) has issued a press release announcing an additional $21 million grant, available for use beginning in March 2005, for the American Trucking Association's (ATA's) Highway Watch Program, which, among other things, provides training and communications infrastructure to prepare transportation professionals to respond in the event they or their cargo are the target of a terrorist attack. 3. IMO Launches Courses for Maritime Security Instructors, Etc.
The International Maritime Organization (IMO) has issued a press release announcing that its first "Train-the-Trainer" security course will be held in Alexandria, Egypt from September 20-25, 2004. According to the IMO, the target audience for these courses include instructors at national maritime training centers and candidates from the shipping industry who have, or are about to be assigned, maritime security-related instructional duties. This program focuses on developing instructors' maritime security knowledge so they are better equipped to train others. See IMO notice for additional details and locations/dates. 4. RSPA Extends Compliance Date for Certain Recordkeeping Requirements for Aircraft Operators Transporting Hazmats
The Research and Special Programs Administration (RSPA) has issued an interim final rule which extends the compliance date of the notification and record retention requirements for aircraft operators transporting hazardous materials (hazmats) which were enumerated in a March 2003 final rule. 5. Portland, OR CBP Trade Bulletin on Use of "All Other" for AD/CV Entries
U.S. Customs and Border Protection (CBP) of Portland, Oregon has issued a CBP Trade Bulletin on the proper use of the "all other" suffix and deposit rate when filing entries containing antidumping (AD) and/or countervailing (CV) duty merchandise. 6. Portland, OR CBP Trade Bulletin on NVOCC SCACs on Forms 3171 & 1300
CBP of Portland, Oregon has issued a CBP Trade Bulletin stating that, effective immediately, the Standard Alpha Carrier Codes (SCACs) for non-vessel operating common carriers (NVOCCs) are not required on CBP Form 3171 (Block 12) and CBP Form 1300 (Block 20).
