CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing the opening of the tariff-rate quota (TRQ) on fibers of cotton as provided for in HTS Chapter 52, Additional U.S. Note (AUSN) 10 for the period September 11, 2004 through September 10, 2005.

1. 2004/2005 Fibers of Cotton TRQ Opens September 13, 2004

According to CBP, this TRQ opens on September 13, 2004 at 1:00 EDT or its equivalent in other time zones. The aggregate TRQ level is 2,500 kg.

CBP's notice lists the relevant HTS Chapters 52 and 99 tariff numbers. The notice also states that articles that are the product of countries or areas that are not WTO members shall not be permitted or included in the quantitative limitations set forth in this notice. CBP further states that imports from Canada, Mexico (non-NAFTA), Jordan, Singapore, and Chile are not subject to this TRQ, and should be presented as a type 02 entry using the high rate (over-quota) tariff numbers provided for in HTS Chapter 52 without the HTS Chapter 99 tariff number. In addition, CBP states that certain NAFTA imports from Mexico are provided for elsewhere. 2. 2004/2005 Tobacco TRQ Opens September 13, 2004

CBP has posted to its Web site a notice announcing the opening of the TRQ on tobacco as provided for in HTS Chapter 24, AUSN 5 for the period September 13, 2004 through September 12, 2005.

According to CBP, this TRQ opens on September 13, 2004 at 1:00 p.m. EDT or its equivalent in other time zones.

CBP's notice lists the relevant HTS Chapter 24 tariff numbers, as well the low TRQ limits for Argentina, Brazil, Chile, European Union, Guatemala, Malawi, Philippines, Thailand, Zimbabwe, and Other Countries or Areas (excluding Canada, Israel, or Mexico). CBP adds that it requires a certificate of origin for tobacco entered under this TRQ from Argentina. CBP also reiterates in this notice most of the details of HTS Chapter 24, AUSN 5. 3. Snow Day for Certain Florida Ports on September 3, 2004

CBP has issued an ABI administrative message stating that due to hurricane conditions, the following Florida ports were closed on Friday, September 3, 2004: Ports - 5201, 5202, 5203, 5204, 5205, 5206, 5210, 5299; Couriers - 5270, 5271, 5272, 5273, 5295. CBP states that as a result, payment of duties and filing of entry documents is extended one additional day.
