The Journal of Commerce Online reports that during the week which began on August 16, 2004, the World Shipping Council asked the Federal Maritime Commission (FMC) to allow replies in response to supplemental comments asking the FMC to expeditiously provide a conditional tariff publication and enforcement exemption for non-vessel operating common carriers (NVOCCs). 2. Empty HTS Chapter 77 Could Provide for High-Tech Classification Issues
The American Shipper states that empty HTS Chapter 77 is believed by some industry representatives to be the right place for inscribing product classification codes for new and future high-tech products. The article reports that the World Customs Organization's (WCO) Director states that this is unlikely before 2007, the deadline for the release of the revised Harmonized System Code. 3. Membership in Advisory Committee on Meat and Poultry Inspection
USDA's Food and Safety Inspection Service (FSIS) has issued a notice announcing that it is soliciting nominations for membership on the National Advisory Committee on Meat and Poultry Inspection (NACMPI), adding that applications are available online and must postmarked no later than September 7, 2004. 4. CBP Seeks Comments on Alien Crewman Landing Permit Info Collection
U.S. Customs and Border Protection (CBP) has issued a notice seeking comments on or before October 18, 2004 on its information collection entitled, Alien Crewman Landing Permit (Form CBP-95A and 95B). CBP states that comments will be summarized in CBP's request for Office of Management and Budget (OMB) approval. 5. FAS Announces Fee for 2005 TRQ Licenses to Import Certain Dairy Articles
The Foreign Agriculture Service (FAS) has announced that the fee to be charged for the 2005 tariff rate quota (TRQ) year for each license issued to a person or firm authorizing the importation of certain dairy articles which are subject to the TRQs set forth in the HTS will be $200.00 per license, effective January 1, 2005. 6. DOT Final Rule Transfers Motor Carrier Statistics Program to FMCSA
The Department of Transportation (DOT) has issued a final rule that amends its regulations to reflect a change in Secretarial delegations. According to the final rule, the Secretary is transferring responsibility for the Motor Carrier Financial and Operating Statistics Program from the Bureau of Transportation Statistics (BTS) to the Federal Motor Carrier Safety Administration (FMCSA) effective September 29, 2004. 7. BIS Order Denies Export Privileges of Aura Ltd. for Two Years

8. BIS Issues Civil Penalty & 2 Year Denial of Export Privileges for Brkic
BIS has assessed a civil penalty of $20,000 against Zlatko Brkic of Chicago, IL and has denied certain of Brkic's export privileges for two years, in connection with allegations that Brkic attempted to export handcuffs to Bosnia and Herzegovina without the required license.
