CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

CBP has posted to its Web site its "critical list" of textiles and apparel subject to import quotas with entered quantities 85% or more filled as of May 25, 2004. CBP states that this "critical list" may be used by CBP as a reference for releasing quota merchandise "off line" when the Automated Commercial System (ACS) is down for longer than four hours. CBP notes that textile and apparel merchandise for Electronic Visa Information System (ELVIS) countries cannot be released "off line" until it is processed through quota. CBP further notes that if the system is down for more than 24 hours, Headquarters Quota Branch should be contacted for further instructions. CBP also states that merchandise subject to tariff-rate quotas (TRQs), which are filled, may be released if entered under the "over quota" (high) rate of duty. 2. ACS Outage on Thursday, May 27, 2004

CBP announced in an administrative message that the ACS system would be brought down for three hours, from 4:00 am to 7:00 am eastern daylight savings time on Thursday, May 27, 2004 to accommodate internal maintenance. During the outage, CBP states that transactions submitted to any of the ACS systems: ABI, Air-AMS or Ocean/Rail-AMS, will be queued for processing, but will not be processed and replied to until the outage is concluded. 3. Snow Day for Detroit on Friday, May 21, 2004

CBP states that a snowday is being granted at the Port of Detroit, 3801, for Friday, May 21, 2004 due to inclement weather. As a result, CBP is extending one additional day without penalties for the filing and payment of entry summaries due that day. (Adm: 04-1344, dated 05/25/04)
