According to U.S. Customs and Border Protection (CBP), the low-duty Tariff Preference Level (TPL) (2) for Mexico filled on April 21, 2004 at 3:21 p.m.

Mexico TPL (2), established under the North American Free Trade Agreement (NAFTA), is the annual low-duty quota for wool apparel imported from Mexico as described in HTS Section XI, Additional U.S. Notes (AUSNs) 3(b), (d), and (e).
U.S. government sources have previously indicated that Mexico TPL (2) is not eligible to be increased.

In 2003, Mexico TPL (2) also filled early, on May 6, 2003.
According to Broker Power's April 30, 2004 quota status report, the other Mexico TPLs estimated to close early are Mexico TPL (1), which is 99.9% filled and Mexico TPL (3), which is 57.7% filled. (In 2003, Mexico TPL (1) closed on May 29, 2003 and Mexico TPL (3) closed on July 21, 2003.)
