Miscellaneous International Trade Notices

The Journal of Commerce (JoC) has reported that the Supreme Court has agreed to decide whether Mexican trucks should be subject to environmental reviews before being allowed to travel on U.S. roads. According to JoC, such trucks have been unable to operate in the U.S. because of a ruling by the 9th U.S. Circuit Court of Appeals that environmental reviews must be completed before the trucks are allowed into the U.S. (JoC 12/22/03 - 01/04/04, www.joc.com)

2. State Department Imposes Sanctions, Nonproliferation Measures Against Macedonian Entities

The State Department has issued two public notices announcing that determinations have been made that two Macedonian entities, Blagoja Samakoski and Mikrosam, have eneged in missle technology proliferation activites that require the imposition of sanctions pursuant to the Arms Export Control Act, as amended, and the Export Administration Act of 1979, as amended, as well as the imposition of measures pursuant to Executive Order 12938. 3. APHIS Issues Draft Pest Risk Analysis for Certain Citrus Fruit from Peru

The Animal and Plant Health Inspection Service (APHIS) has announced the availability of a draft pest risk analysis that has been prepared relative to a proposed rule current under consideration that would allow the importation of various types of fresh commercial citrus from Peru into the U.S. APHIS will consider all comments that it receives on or before March 12, 2004. 4. Interim Rule Amends FAR to Implement Chile & Singapore FTAs, Etc.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on an interim rule amending the Federal Acquisition Regulation (FAR) to implement new Free Trade Agreements (FTAs) with Chile and Singapore, as approved by Congress. The interim rule also implements new dollar thresholds for application of trade agreements, as published by the U.S. Trade Representative (USTR). Written comments due by March 8, 2004.
