Reminder CBP to Require Revised Paper SED Beginning January 18, 2004

On October 18, 2003 the Bureau of Census (Census) implemented a final rule to, among other things, amend 15 CFR 30.7 to require the Employer Identification Number (EIN) or Social Security Number (SSN) of the duly authorized forwarding or other agent (if any) of a principal party in interest to be on the paper Shipper's Export Declaration (SED, Form 7525-V).

According to U.S. Customs and Border Protection (CBP), this requirement applies to filers who are not required to file through the Automated Export System (AES) and who choose to file a paper SED rather than filing voluntarily through AES.

As a result of this new requirement, Census revised the paper SED by adding a new box 5b entitled "Forwarding Agent's EIN (IRS) No."

(Census sources have previously stated that this forwarding agent identification information is already required in AES (as provided for in 15 CFR 30.63).)

Beginning January 18th CBP to Only Accept New Paper Form 7525-V

According to CBP, effective January 18, 2004, only the new paper Form 7525-V (dated 7-18-2003) will be accepted and any previous versions of the Form 7525-V tendered on or after January 18, 2004, will be rejected and the exporter will be advised of their failure to submit an SED.

To facilitate the transition to the new Census form, all CBP ports have been accepting either the new or old versions of the paper Form 7525-V through January 17, 2004.
