Remainder of U.S. 'Regular" Quotas On Mexico Textiles and Apparel Expired on December 31, 2003

According to the North American Free Trade Agreement (NAFTA) Annex 300-B, Appendix 3.1, the 'regular' quota for the following Mexican categories expired on December 31, 2003:

CITA to Soon Publish Notice on Expiration of Quotas & Companion Visa Requirements

The Committee for the Implementation of Textile Agreements (CITA) is expected to soon publish a notice regarding the expiration of the 'regular' quota and visa requirements for Mexican textiles and apparel in the above-listed categories.

Subscribers should note that the seven Mexican Tariff Preference Levels (TPLs), which are implemented under HTS Section XI, Additional U.S. Notes 3, 4, and 5, and operate as TRQs, are for Mexican textiles and apparel which do not qualify as "originating goods" under the NAFTA preference rules of origin. "Non-originating" textiles and apparel from Mexico which meet the criteria for the TPLs receive the lower Mexico/NAFTA preferential rate of duty on imports into the U.S. until the TPL fills.

According to the HTS, the seven Mexican TPLs are available on an annual basis with no expiration date specified.
